नई दिल्ली: भारत में 4.8 मिलियन केंद्रीय सरकारी कर्मचारी और 5.2 मिलियन पेंशनभोगी गरीबी के जीवन में फंस गए हैं। राष्ट्रीय विसंगति समिति के समक्ष अपनी मुश्किल स्थिति में सुधार के लिए कई सुझाव दिए गए हैं। लेकिन मुझे लगता है कि सबसे आसान समाधान सरलतम है, बस न्यूनतम वेतन बढ़ाएं, एक शीर्ष केंद्रीय सरकारी कर्मचारी संघ के नेता ने नाम न छापने की शर्त पर कहा

तदनुसार, सबसे कम कमाई वाले कर्मचारियों की मदद के लिए सरकार का सबसे अच्छा तरीका 18,000 रुपये से बढ़ाकर 25,000 रुपये कराना है, उन्होंने संवाददाता से कहा

वित्त मंत्री अरुण जेटली ने केंद्रीय सरकार के कर्मचारी यूनियनों के प्रतिनिधियों से मुलाकात के बाद केंद्रीय मंत्रिमंडल के 7 वें वेतन आयोग के पुरस्कार को मंजूरी दिए जाने के एक दिन बाद गृह मंत्री राजनाथ सिंह के घर में 18,000 रूपये से कम वेतन देने का वादा किया था। 'नेताओं

"यह सबसे दुर्भाग्यपूर्ण है कि, वित्त मंत्री के वादे के बावजूद, सरकार ने अब तक न्यूनतम वेतन बढ़ाने का कोई प्रयास नहीं किया है," नेता ने कहा।

केंद्र सरकार के कर्मचारियों के यूनियनों ने न्यूनतम वेतन में 18,000 रुपये से 25,000 रुपये की बढ़ोतरी की मांग की थी और 2.57 गुना से 3.68 बार फिटमेंट कारक बढ़ाने की मांग की थी, जिसे वेतन आयोग की सिफारिशों के आधार पर सरकार द्वारा लागू किया गया था।

अगर 2.57 फिटमेंट फॉर्मूला के साथ छेड़छाड़ किया गया है, तो सभी केंद्रीय सरकारी कर्मचारियों के लिए आम तौर पर वेतन और पेंशन बढ़ेगी।

हालांकि, 7 वीं वेतन आयोग की सिफारिशों के क्रियान्वयन से उत्पन्न होने वाली वेतन विसंगतियों की जांच के लिए सरकार ने सितंबर, 2016 में कार्मिक और प्रशिक्षण विभाग (डीओपीटी) के सचिव की अध्यक्षता में 22 सदस्यीय राष्ट्रीय विसंगति समिति का गठन किया था।

संघ के नेता ने कहा, लेकिन समिति अभी तक केंद्रीय सरकार के कर्मचारियों के लिए न्यूनतम वेतन में बढ़ोतरी के किसी भी फैसले से आगे नहीं आया था।

सरकार ने 7 वें वेतन आयोग की अधिकांश सिफारिशों को स्वीकार कर लिया है, 1 जनवरी, 2016 से लागू किया गया है और निचले वेतनमान कर्मचारियों को प्रति माह 18000 रुपये मिलते हैं।

Big OBC reservation decision, over 24 years of issue ended

केंद्र सरकार ओबीसी कोटे के अंदर कोटे की व्यवस्था करने की तैयारी में है। ओबीसी में उप श्रेणियां बनाने के लिए एक आयोग का गठन करने के लिए राष्ट्रपति के पास सिफारिश भेज दी गई है। आयोग अपने गठन के बाद 12 हफ्तों में सरकार को रिपोर्ट सौंपेगा।

सरकार की मंशा बिहार, झारखंड सहित 11 राज्यों की तर्ज पर पिछड़ी जातियों और अति पिछड़ी जातियों की उप श्रेणियां बनाने की हैं। इसके बाद केंद्र सरकार की नौकरियों में भी आरक्षण का लाभ उठाने से वंचित कुछ जातियों को सीधा लाभ होगा। बुधवार को हुई कैबिनेट की बैठक के बाद वित्त मंत्री ने ओबीसी आरक्षण के लिए क्रीमी लेयर की सीमा को छह लाख से बढ़ा कर आठ लाख करने का फैसला लिया लिए जाने की जानकारी दी।

पिछड़ा वर्ग आयोग को संवैधानिक दर्जा देने का फैसला कर चुकी मोदी सरकार ने अब ओबीसी कोर्ट के अंदर कोटे की व्यवस्था कर पिछड़ी जातियों में शुमार उन जातियों को राहत देने की तैयारी की है, जिन्हें आरक्षण का पूरा लाभ नहीं मिल पाता है।

गौरतलब है कि बीती सदी के नब्बे के दशक में मंडल कमीशन की रिपोर्ट लागू होने के बाद से ही ओबीसी आरक्षण व्यवस्था की सिफारिश की मांग उठती रही है। जेटली ने बताया कि यूपीए शासनकाल के दौरान वर्ष 2011 में राष्ट्रीय पिछड़ा वर्ग आयोग ने ओबीसी में उपश्रेणियां बनाने की सिफारिश की थी। उसके बाद वर्ष 2012-13 में संसद की स्थाई समिति ने भी इसी आशय की सिफारिश की थी।

अब मंत्रिमंडल ने सिफारिशों के अनुरूप नई व्यवस्था के लिए आयोग गठित करने का फैसला किया है। यूपीए सरकार के दौरान वर्ष 2013 में इसकी समीक्षा की गई थी मगर कोई फैसला नहीं लिया गया था।

सरकार ने 24 साल से चली आ रही अन्य पिछड़ा वर्ग (OBC) कोटे में आरक्षण की विसंगति को खत्म कर दिया है. बुधवार को केंद्रीय कैबिनेट ने क्रीमीलेयर के दायरे को बढ़ाने का फैसला लिया. अब सार्वजनिक क्षेत्र के उपक्रमों और बैंक समेत वित्तीय संस्थाओं में कुछ पदों को इसमें शामिल करने का फैसला किया गया है.
इससे PSU और दूसरी संस्थाओं में निम्न श्रेणियों में काम कर रहे लोगों के बच्चों को सरकार में निम्न श्रेणियों में काम कर रहे लोगों के बच्चों के समान ओबीसी आरक्षण का लाभ मिल सकेगा.

प्रधानमंत्री नरेन्द्र मोदी की अध्यक्षता में केंद्रीय कैबिनेट ने ये फैसला लिया है. यानी अब सरकारी पदों के साथ केंद्रीय सार्वजनिक क्षेत्र (PSU) के उपक्रमों, बैंकों में पदों की समतुल्यता और अन्य पिछड़ा वर्ग के आरक्षण लाभों का दावा करने के लिए अपनी मंजूरी दे दी है.

इस फैसले के बाद ऐसे संस्थानों में वरिष्ठ पदों पर काम कर रहे लोगों के बच्चों को इस लाभ से रोक लग सकेगी, जिन्हें ओबीसी के लिए आरक्षित सरकारी पदों पर आय मापदंडों की गलत व्याख्या के चलते और पदों की समतुल्यता के अभाव में गैर-क्रीमीलेयर मान लिया जाता था और वास्तविक गैर-क्रीमीलेयर उम्मीदवार इस आरक्षण सुविधा से वंचित रह जाते थे.

यानी उन अधिकारियों के बच्चों को आरक्षण की सुविधा मिलेगी जिन्हें इसकी जरूरत होती है. सीमा 6 लाख से बढ़कर हुई 8 लाख केंद्रीय कैबिनेट ने देशभर में क्रीमीलेयर को ओबीसी आरक्षण की परिधि से बाहर करने के लिए 6 लाख रुपये की सालाना आय को बढ़ाकर 8 लाख रुपये करने की भी मंजूरी दे दी है.

बता दें कि सरकार राष्ट्रीय पिछड़ा वर्ग आयोग को संवैधानिक दर्जा दिलाने के लिए संसद में पहली ही एक बिल पेश कर चुकी है. सरकार ने, संविधान के अनुच्छेद 340 के तहत ओबीसी की उप-श्रेणियों को बनाने के लिए एक आयेाग की स्थापना की है जिससे ओबीसी समुदायों के बीच और अधिक पिछड़े लोगों की शिक्षण संस्थाओं और सरकारी नौकरियों में आरक्षण के लाभों तक पहुंच बन सके.

Petrol rate increased with highest peack must read this news

पेट्रोलियम उत्पाद पर सरकार की नई नीति का असर कुछ यूं नजर आ रहा है कि दाम भी बढ़ रहे हैं और शोर भी नहीं मच रहा। 1 जुलाई से 22 अगस्त तक शहर में पेट्रोल की कीमत में पौने छह रुपए की बढ़ोत्तरी हो चुकी है।

डीजल भी खामोशी से मूल्यवृद्धि की सीढ़ियां चढ़ते हुए चार रुपए से ज्यादा महंगा हो चुका है। 16 जून से सरकार ने पेट्रोलियम प्रोडक्ट पर डायनामिक प्राइजिंग सिस्टम को लागू करने को मंजूरी दे दी थी।


सिस्टम लागू करने से पहले दावा किया गया था कि इससे अंतरराष्ट्रीय मार्केट के हिसाब से तेल की कीमतें निर्धारित होंगी। तेल कंपनियों की ओर से दावा किया गया था कि डायनामिक प्राइजिंग लागू होने का सीधा फायदा उपभोक्ताओं को मिलेगा। हालांकि दावे के उलट 1 जुलाई के मुकाबले 22 अगस्त को शहर में पेट्रोल की कीमत 5 रुपए 75 पैसे बढ़ चुकी है।

जबकी डीजल की कीमत में 4 रुपए 7 पैसे का ईजाफा हो चुका है। पेट्रोल 1 जुलाई को 69 रुपए 49 पैसे प्रति लीटर था अब उसके दाम 75 रुपए 24 पैसे प्रति लीटर हो चुके हैं। जबकी डीजल जो 1 जुलाई को 59.50 पैसे में एक लीटर मिल रहा था अब 63.57 पैसे प्रति लीटर बिक रहा है। खास बात है कि ज्यादातर उपभोक्ता लगातार बढ़ रही इस कीमत से पूरी तरह अनजान ही बने हुए हैं।

1 जुलाई से 22 अगस्त तक पेट्रोल के दामों में कुल 18 बार बदलाव हो चुका है। खास बात है कि इसमें एक बार भी कीमत कम नहीं हुई। इन्ही 52 दिनों में 18 बार डीजल की कीमत का भी पुनर्निधारण किया गया। इस दौरान कुल तीन बार ही दाम में कटौती की गई। जबकी 15 बार कीमत में बढ़ोत्तरी कर दी गई। खास बात है कि तीन बार जब भी दाम में कटौती हुई तो वह महज 2 पैसे, 11 पैसे और 25 पैसे तक ही सीमित रही। जबकी बढ़त इससे ज्यादा ही रही।


डायनामिक प्राइजिंग के बहाने की जा रही सतत मूल्यवृद्धि से उपभोक्ता तो खुश हो नहीं सकते पेट्रोल डीलर्स भी नाराज ही हैं। नई नीति लागू होने से पहले ही डीलर्स ने इसका विरोध किया था। इंदौर पेट्रोल डीलर्स एसोसिएशन ने इसे असुविधाजनक सिस्टम बताया था। दरअसल हर दिन या दूसरे दिन घटने-बढ़ने वाले दाम पंप वालों के लिए परेशानी पैदा कर रहे हैं। इंदौर पेट्रोल डीलर्स एसोसिएशन के मुताबिक दाम परिवर्तन की सूचना रात करीब 10 बजे पेट्रोल पंप वालों को कंपनियों की ओर से भेजी जाती है।

 पहले की तरह अब रात 12 बजे की बजाए नए दाम सुबह 6 बजे से लागू करना होते हैं। जो पंप ऑटोमैटेड हैं। वहां दाम बदलने के लिए तय समय पर कम्प्यूटर में बदले दाम फीड करना होता है। जबकी जो पंप ऑटोमैटेड नहीं हैं वहां पंप वालों को खुद एक-एक मशीन में पासवर्ड डालकर नया दाम फीड करना होता है। एसोसिएशन के मुताबिक शहर और आसपास मौजूद पंपों में से सिर्फ 40 प्रतिशत की ऑटोमैटेड हैं।

नई दिल्लीः आवास भत्तों (HRA) में फेरबदल की वजह से 48 लाख केंद्रीय कर्मियों को हर महीने 11 सौ रुपये से 33 हजार रुपये तक ज्यादा मिलेंगे. केंद्रीय कैबिनेट ने बुधवार को सातवे वेतन आय़ोग की अनुशंसा के मद्देनजर संशोधित भत्तों को बुधवार को मंजूरी दी. ध्यान रहे कि आवास भत्तों में बढ़ोतरी का फायदा सिर्फ उन लोगों को मिलेगा जो निजी निवास में रहते हैं, यानी उन्होंने सरकारी आवास की सुविधा नहीं ले रखी है.

पहले की ही तरह इस बार भी आवास भत्तों की दरों में फेरबदल महंगाई भत्ते की दरों के आधार पर होगा. लेकिन पिछले बार के फैसलों पर बाद में अमल नहीं हो पाया और आवास भत्ते की दर हमेशा एक ही बनी रही. एक और बात, शुरुआती तौर पर आवास भत्ते की नयी दर मौजूदा दर से कम है, लेकिन भत्तों का आंकलन जिस मूल वेतन पर होगा, वो ज्यादा है, लिहाजा लोगों को ज्यादा पैसा मिलेगा. आवास भत्ते की नयी दर पहली जुलाई से लागू होगी.

किस स्तर के कर्मचारी-अधिकारी को आवास भत्ते के मद में कितना ज्यादा पैसा मिलेगा, इस पर चर्चा करने के पहले एक नजर डाल देते हैं कैबिनेट के फैसले के मुताबिक, आवास भत्तों की नयी व्यवस्था के स्वरुप पर:

ध्यान रहे कि मौजूदा व्यवस्था की तहत तीन वर्ग के शहरों के लिए 30, 20 और 10 फीसदी के हिसाब से आवास भत्ता मिलता है. X कैटगरी यानी 50 लाख से ज्यादा आबादी वाले शहरों में आप दिल्ली, मुंबई जैसे शहर ले सकते हैं, वहीं Y कैटगरी यानी 5-50 लाख आबादी वाले शहरों में पटना, लखनऊ, भोपाल और जयपुर जैसे शहर शामिल होंगे. बाकी सारे शहर और बसावट Z कैटगरी में आएंगे.
